Inflow/Infiltration Grant Program

The Metropolitan Council has been awarded funding through the State of Minnesota bonding bill to provide grants to communities for capital improvements to public wastewater infrastructure to reduce inflow and infiltration (I/I) to the Council’s metropolitan sanitary sewer disposal system.

The Municipal I/I Grant is available to metro-area cities that have been designated excessive I/I contributors by the Met Council, or that have had a measurable flow rate within 20 percent of the permitted flow limit. Eligible cities may receive grants covering up to the statutorily set percentage of eligible I/I construction costs.

Eligible work includes:

  • Pipe lining and replacement
  • Pipe joint sealing
  • Manhole lining or replacement
  • Chimney seals, manhole sealing joints, castings, or covers
  • Flood mitigation
  • Cross connection elimination
  • Repair or replace lateral tee, wye, or tap connections

Non-eligible work:

  • Studies, investigations, or investigations
  • Engineering costs
  • Privately owned or operated service line improvements.

Funding Amount:

$9 million. Grant awards may cover up to 50% of eligible I/I mitigation project costs, or up to 100% for projects in service areas that meet the state’s affordability criteria, as defined in Minn. Stat. § 473.5491.
 

Qualifying Work Period:

Qualifying projects must occur between January 1, 2026 and December 31, 2027.

Funding Amount:

$6 million. Grant awards may cover up to 50% of eligible I/I mitigation project costs, or up to 100% for projects in service areas that meet the state’s affordability criteria, as defined in Minn. Stat. § 473.5491.
 

Qualifying Work Period:

Qualifying projects must occur between January 1, 2026 and December 31, 2027.
