Transition from WebGrants to Fluxx


The Met Council is transitioning its grant application and management system from WebGrants to Fluxx. If you are a current WebGrants user, your account will be transferred to Fluxx. More information will be available in the first quarter of 2026.

How to Apply

  1. Confirm your eligibility.
    Livable Communities grants can only be made for projects in Livable Communities participating cities. Share your project idea with us so we can advise on whether it aligns with our funding priorities and includes eligible activities such as:
MINNEAPOLIS AND SAINT PAUL-BASED APPLICANTS: Minneapolis and Saint Paul have a pre-application process with separate due dates to select projects for which they will select projects. Learn more about the Minneapolis and Saint Paul applications.
 
  1. Build your team.
    Only participating cities, counties, or development authorities can apply for grants, most projects share the work across an internal team and a development partner or consultants.
  2. Create your application.
    Review the application requirements, collect required attachments, and start documenting the information you’ll need for the application. It should tell a clear and compelling story about how your project advances city and regional goals to improve everyday life for residents and businesses.
  3. Submit your application.  All applications are submitted in Fluxx (launching in early 2026). There are two opportunities to apply each year, April 15, with awards announced in the summer, and October 15, with awards announced in the winter.
  4. Awards. 
    If your project is awarded a grant, the sponsoring city, county, or development authority will enter into an agreement with the Met Council. All grants are reimbursement-based.
