Regional Microtransit Policy Study
For the Twin Cities Metropolitan Area
The Minneapolis-Saint Paul region is experiencing growth in microtransit, a recently emerging transit service model. All the transit providers in the region are operating some form of microtransit but there are differences between how the services are offered to customers, managed by providers, and coordinated between different service types.
The Metropolitan Council, in collaboration with the region’s five microtransit operators, produced the Regional Microtransit Policy Framework Study to develop recommendations to improve microtransit coordination, service quality, and passenger experience.
Study Goals
This study assessed the state of microtransit in the region, assessed national best practices for microtransit operations and coordination across providers, and collaboratively developed regional microtransit policy recommendations regarding:
- Microtransit role in region’s transit system
- Regional microtransit service design and performance guidance
- Approaches to key microtransit service coordination issues
Timeline
The final report was completed in February, 2026. Follow up efforts, to incorporate recommendations into the
Transportation Policy Plan are planned for 2027 and beyond.
