The Regional Solicitation is a competitive process to award transportation funding to projects that meet regional transportation needs. It includes three different programs: Regional Solicitation for federal transportation funding, Active Transportation Solicitation, and Highway Safety Improvement Program Solicitation.
The three solicitations are competitive grant processes that the Transportation Advisory Board and Met Council use to prioritize and invest federal transportation funds and regional sales tax funds in infrastructure and services like roads, bridges, transit routes, bike paths, sidewalks, and electric vehicle charging and programs like travel demand management and active transportation planning. These solicitations are part of the Metropolitan Council’s federally required continuing, comprehensive, and cooperative transportation planning process for the Twin Cities Metropolitan Area.

There are many things potential applicants can start to review and prepare before the call for projects opens.
Step 1: Review the user guides and resources
Review the Fluxx Grantee User Guide, information, and resources on the sidebar. The blank sample applications are provided to help you prepare your responses to enter in Fluxx. Training materials, including presentations and recordings, are posted on the Training Opportunities page.
*Tip: Make sure to check out the Regional Solicitation Data Atlas which aggregates regional datasets and the applications into one place. Agencies can zoom to their potential project location to support application preparation.
Step 2: Register to use the online application system
All applicants and their consultants must register prior to accessing the Fluxx online applications. The Fluxx Grantee User Guide provides login instructions and troubleshooting for a variety of user types. If you have issues, contact Met Council staff at [email protected].
*Tip: Check your registration early and confirm you can access Fluxx. It may take Met Council staff up to three business days to provide registration assistance or troubleshooting support.
Step 3: Gather attachments and required approvals
All of the application categories require applicants submit attachments like location maps, photos, letters of support, etc. Review the introduction, qualifying requirements, and sample applications to understand what is needed for your application.
*Tip: MnDOT has a new process to request letters of support. Details are linked in the sidebar. Letter requests to MnDOT must be submitted no later than June 4, 2026.
Step 4: Login to the online application system to start an application
