Project Description

Metropolitan Council Environmental Services (Met Council), is constructing a new regional sewer pipe beginning at the sewer lift station (pumping station) L59 on Lilac Lane and ending at Orono Orchard Road to the northeast. This project will start at L59,  go south on Old Crystal Bay Road, east on North Shore Drive, and north on Brown Road. Near the intersection of Brown Road and Lakeview Avenue, the new pipe will follow the Dakota Rail Trail to Orono Orchard Road.

This project will utilize both open trench and trenchless tunneled construction methods. Construction work will be sequenced to limit the area of construction to one street at a time. While this stepwise approach can increase the project duration, it helps avoid neighborhood disruption.

Construction is anticipated to start in late 2026 and be completed in the spring/summer of 2028. While this street-by-street approach can increase the project duration, it helps avoid long term neighborhood disruption.
 
Met Council received construction bids and contractor negotiations have begun. A public meeting will be held in fall 2026 to share updates.

Project Map

Project area map. The new regional sanitary sewer pipe is shown starting at the lift station (L59) off Lilac Lane. The pipe runs south along Lilac Lane to Old Crystal Bay Road. Then it goes south down Old Crystal Bay Road to North Shore Drive. The new pipe runs east along North Shore Drive to Brown Road. Then the pipe runs northeast along the Dakota Rail Trail and ends at Orono Orchard Road. The map also shows the existing regional sanitary sewer pipe. It also starts at L50 and initially follows the same path. Instead of veering northeast along the Dakota Rail Trail, the existing pipe continues east to Shoreline Drive. At Shoreline Drive, it goes northeast along Shoreline Drive and continues off the map (eastern limit of the map is Woodhill Country Club).

  • Road closures and intersection restrictions

  • Access to driveways will be maintained
  • Dust, noise, odors, vibrations, and visual impacts
  • Aboveground temporary wastewater conveyance system and generators to operate pumps

To ensure that there are no disruptions to sewer service, crews will install temporary above-ground wastewater conveyance pipes. These pipes will convey sewer flow around the work site during construction.
 
In some cases, pipes may be buried under driveways or roads to reduce disruption and maintain access. Property owners will be notified ahead of time if this happens. Diesel pumps with noise dampening equipment (low noise) will run 24-hours a day, seven days a week as part of the temporary wastewater conveyance system.
