Project Description
Metropolitan Council Environmental Services (Met Council) is rehabilitating a pipe located outside Lift Station L30 in the city of Crystal. A routine pipe inspection showed that the pipe has sagged due to poor soil, and debris has built up in the pipe, making it hard to clean and preventing proper flow of sewage in the pipe. Repair work will begin in mid-June 2026 and is anticipated to be completed in August 2026, with final restoration in fall 2026. Rehabilitation will include replacing the existing pipe with a new one and relocating it to improve ease of maintenance.

Project Impacts
People who live near the project area may experience traffic disruptions, potential odors, dust and noise.
- Single lane only on portions of Quail Avenue N., Angeline Avenue N., and 53rd Avenue N. will be in place throughout construction.
- Access limited to local traffic only at the intersections of 53rd Avenue N./Scott Avenue N., 54th Avenue N./Quail Avenue N., and 54th Avenue N./Perry Avenue N. during construction.
- Crews will install temporary conveyance pipes to move wastewater around the construction area until the new pipe is in place.
- Settlement and vibration monitoring will be conducted during excavation to help ensure nearby properties and site conditions are protected throughout construction.
Timing of the closures and detours is subject to change.
Temporary conveyance pipes will be installed to maintain water service for surrounding properties until the new pipe is in place. These pipes will be installed above ground and will run along the roadway. Residents can expect lane closures and roads limited to local traffic only. Settlement and vibration monitoring will be conducted during excavation to help ensure nearby properties and site conditions are protected throughout construction.

“What’s That Smell?”
As wastewater crews fix our pipes from the inside, you might smell - well, poop. Another smell you might notice is a little bit like glue. These smells are normal, and they can escape during repair. Our crews will monitor odors to meet air quality standards and we’ll do our best to reduce them during construction.
