Project Description

In 2018, to prepare for the Crow River Water Resource Recovery Facility, Metropolitan Council Environmental Servies purchased a plot of land approximately three miles west of the existing Met Council Rogers Wastewater Treatment Plant. This site is in a rural residential area, adjacent to the Three Rivers Crow-Hassan Park with a waterfront along the Crow River.
 
Met Council is prioritizing protecting the Crow River and building the new facility to be environmentally sustainable. The water discharged into the Crow River from the new facility will be of higher quality than what is currently discharged from the existing facility. The new facility will also feature sustainable landscaping to help protect the Crow River and the surrounding environment.

The flow that is currently collected and treated at the Rogers Wastewater Treatment Plan will be redirected to the site of the new Crow River Water Resource Recovery Facility via a new lift station and plant-to-plant interceptor. The lift station and plant-to-plant interceptor will be constructed prior to the startup of the Crow River Water Resource Recovery Facility. The lift station will be constructed on the site of the existing Rogers Wastewater Treatment Plant to convey wastewater to the new Crow River Water Resource Recovery Facility. Met Council will work collaboratively with the City of Rogers to site the route for the new interceptor.
 
After the startup of the new Crow River Water Resource Recovery Facility, Met Council will decommission the Rogers Wastewater Treatment Plant and return unused existing facility site land back to the city for redevelopment.  Two open houses and a public hearing were held in Rogers in late 2024, at which the facility plan for the Crow River Water Resource Recovery Facility was presented.  Materials from those events are available below.

The public had an opportunity to provide feedback on the facility plans at the open houses and public hearing as well as during the subsequent public comment period.
